SOLVED
(UPDATE: For the September event, tools were not limited to the 1st wave, they were used in the second also.)
I am posting this solved battle because a few have lost a lot of troops and had a tough time with it. Level 40 camps have different spy reports but they all contain 242 and use 7 tools. They can be attacked the same way.

Tip 1: the first wave is a suicide wave. All the tools are placed in the first wave, so knock them out first.

Put an low level soldier in the suicide wave. Do not waste any tools or other troops in this wave. You will send your troops and tools in the 2nd wave.
Update: There will be tools in the 2nd wave of the attacks

Tip 2: Send only ranged soldiers in wave 2
Update:Send only ranged soldiers in wave 3

Tip 3: In the Right and Left flank use 20 mantlets.

The idea behind sending the mantlets is to take out the ranged defenders power. 20 wooden mantlets take out 100%. After removing the tools you have 25% left which is the bonus given by the castellan

The Spear thrower power is 139, 25% of that is 35 (34.75). You've been told that you attack melee vs ranged but when you have both in a flank - ranged and melee, you will face the reduced 35 ranged defense power from the Spear thrower and 19% ranged power from the Lancers.

It should be pretty easy to beat with Heavy Crossbows and up. Note: There is no other area to consider accept the ranged defense power, nothing else will come into play.

In the Front, I increased my mantlets to 24, to take out 120 attack power. Leaving only 5%  which was 7 ranged attack power and included 3 rams and 3 ladders, so my next attack I will save those tools and use 25 mantlets. There is no need to go above 25 (125%) Ranged power will be down to 0.

Tip 4: Use/Build a commander that has the most possible ranged bonus.

I only lost 4 troops and 3 of them were suicide troops. I troop lost and 25 tickets is awesome. I did use a commander with 50+ equipment bonus. If you have less than this I'm positive you will still win with less than 20 causalities. Don't be tempted to send a melee with your ranged. It will die against the melee defense power.

UPDATE 7/13: There was a hotfix done on 7/12, as the mantlets were reducing the melee troops defense power. Mantlets only work on Ranged troops. So the 19 defense power is not reduced below that for the Lancer. If you have a real unbalance between ranged and melee, it might be smart to play around with taking out a couple of mantlets and putting in a few ladders or belfry's to reduce the wall (melee bonus). Currently I went from 4 losses to 9-11. Always do a spy report, some have 9 ranged to 42 melee, in that case you want to reduce the wall and then apply mantlets for all the rest of the tools you can place.

Level 50
(receives 45 tablets)
Update 9/13: There are varying troops and tools in each castle. Some have two waves of tools and some have up to 3. The castles that have 3 waves of tools, you will need to have 4 waves of attacks in order to have only minimal losses. Check in the game if you need help reading the spy reports.

Once you have figured out how many waves have tools, use the suicide waves to take out tools. Pay attention to the distribution of melee to ranged in these castles, some have like 100 melee troops to 2 ranged. In this instance  you would not send the maxed ranged, you would send wall tools first and then send some mantlets in remaining slots. If the ratio is significantly more than 50-50 you will need to send some wall tools and less mantlets.
level 50 nomad

Level 60
(80 tablets)
The best way to battle these nomads is to become an expert at reading spy reports.
This is an example of a spy report from a level 60 nomad. What you can assume is that there are 3 waves of tools in the left and right flanks, and 4 waves of tools in the front. (Please refer to the Robber Baron Castle page for detailed lesson on reading spy reports)

What this means is you cannot get rid off all the tools in this battle, without forgoing attacking down the front. The key to these nomad battles are finishing the battle on the wall. If you don't take out the wall and go to an even battle in the courtyard, you are going to need a 90/90 commander on these higher levels and at least kingsguards or higher attacking of you will lose a lot of troops.

Level 70
(175 tablets)
It's advisable to skip this level if you no longer have access to the level 50s and go straight to 80s. The amount of rubies and/or tablets you spend on tools will have a better profitability when used on the level 80s. You pretty much have to use the same amount of tools and get less tablets in return.

Level 80 -
(240 tables)
You will need to use ruby mantlets/shield walls or spend tablets on mock peasants to get this job done. It's advisable to have as close to a +90 ranged commander to not have too many loses.

This was my preferred set up of the level 80 because it doesn't have tools down the front and I can use less mock peasants to take out the ranged defense.

See the troops and tools page.

Good luck guys.
